“Malinda’s knowledge and experience will advance the museum’s HR service delivery,” said Executive Deputy Director and Chief Administrative Officer Caprice Bragg. “She’ll lead workforce planning for the museum’s expansion, align human resource department priorities with our Strategic Plan and champion a culture of collaboration, inclusion and continuous operational improvement. I am pleased to welcome Malinda to the Virginia Museum of Fine Arts.”

Carter brings more than 20 years of human resources leadership experience across higher education, health care, state government and the private sector. Prior to joining VMFA, she served for five years as Associate Vice Chancellor and Chief Human Resources Officer for the Virginia Community College System (VCCS), where she led HR strategy and operations for a large, multi-site statewide system.

Before her tenure with VCCS, Carter held senior human resources leadership roles at Joliet Junior College and Saint Anthony Hospital in Illinois, supporting these complex, mission-driven organizations through periods of growth and transformation.

Carter holds a Master of Science in labor and human resources from Ohio State University and a Bachelor of Arts in labor and industrial relations from Penn State. She is a certified mediator, a Senior Professional in Human Resources (SPHR), a Senior Human Resources Manager-Senior Certified Professional (SHRM-SCP) and a Prosci-certified change management practitioner.

Reflecting her commitment to mental health advocacy and community well-being across the Commonwealth, Carter serves on the board of directors for the Virginia affiliate of the National Alliance on Mental Illness (NAMI). She is also certified in mental health first aid.
